Our Services

In recent years, heightened--but appropriate--scrutiny has proved indispensable in elevating police performance and deepening public trust. To sustain this momentum, every jurisdiction must actively ensure that its law-enforcement agency manages the inherent risks of policing.

Leveraging decades of frontline experience in police reform through collaborative oversight, IntegrAssure partners with departments and municipal leaders to manage those risks by deploying data-driven oversight, proactive early-warning protocols, and continuous-improvement practices-further strengthening community confidence.

RISKS (Remediation of Identified Situations Key to Success) is IntegrAssure's integrated framework for risk management and continuous improvement in policing.

Through data-driven diagnostics, RISKS pinpoints the department's most pressing issues, conducts root-cause analysis, and guides targeted, measurable remediation. More than a toolkit, RISKS embeds a philosophy of iterative learning and accountability, ensuring that each corrective action strengthens the next.

The result is a streamlined, sensible path to durable reform and always improving public trust and confidence.

Risk Management in Policing: Models of Collaborative Independent Review

Outsourcing of integrity assurance tasks can serve a multitude of purposes.

It can address staffing issues, by either reducing the administrative and supervisory workload on sworn personnel or performing vital processes that just aren’t getting done.

It can provide a roadmap to continuous improvement.

It can provide continuity and bias-free first-line assessments to best ensure true early intervention, better community confidence in the process, and a method by which supervisors themselves can be assessed.

RISKS Assessment (Remediation of Identified Situations Key to Success)

IntegrAssure’s R.I.S.K.S. Assessment is a structured evaluation process designed to identify systemic vulnerabilities and operational blind spots within a law enforcement agency. The assessment provides a comprehensive review of internal practices, external accountability mechanisms, supervision, training, policy adherence, and cultural norms, with particular emphasis on high-risk and high-liability areas. By drawing from national best practices and leveraging both quantitative data and qualitative insights, the R.I.S.K.S. Assessment equips agencies with actionable recommendations that support continuous improvement, strengthen public trust, and enhance officer safety and performance.

D.A.T.A. Review (Detailed Analysis of Tour Activity)

A one-time, deep-dive assessment of officer activity over a defined period—combining incident review, data analysis, and supervisory feedback to deliver actionable insights and targeted recommendations for improvement.  This retrospective analysis offers agencies a clear snapshot of strengths, risks, and opportunities for reform, often serving as a launch point for broader integrity assurance initiatives.

Risk Management in Policing:  Integrity of Policies

Policy is more than paperwork—it is the foundation on which all agency action is judged, both internally and in the eyes of the community. Well-crafted policies reflect a department’s values, guide officer behavior in high-stakes situations, and provide the public with a transparent understanding of how decisions are made and enforced. Poorly written or outdated policies expose departments to operational risk, legal liability, and erosion of public trust. By grounding policy in clear principles and aligning it with real-world practice, agencies can promote accountability, improve performance, and reinforce the legitimacy of their mission.

IntegrAssure Policy Reviews

IntegrAssure partners with departments to strengthen the foundation of their operations through principled and practical policy review. We assist agencies in articulating core mission and values, then apply that framework to review and revise critical policies—particularly those governing constitutional policing, pursuits, and internal accountability. Our team brings legal, operational, and oversight experience to ensure that every policy is not only compliant with current law and best practices, but also operationally clear, enforceable, and aligned with the department’s goals. This process can involve targeted updates or a full policy audit, always with a focus on sustainable improvement.

Risk Management in Policing:  Integrity of Training

Training is where policy becomes practice. Without regular, high-quality training, even the best policies fail to guide day-to-day performance. In a rapidly evolving policing environment, outdated or inconsistent training puts officers at risk, undermines accountability, and damages community confidence. Effective training prepares officers to make sound decisions, manage stress, apply tactics appropriately, and interact with the public in a manner consistent with constitutional and community standards. Reviewing and updating training is essential not just for compliance—but for building a skilled, adaptive, and trusted police force.

IntegrAssure Training Reviews

IntegrAssure conducts comprehensive reviews of a department’s training programs to ensure they align with core mission, values, and operational priorities. We assess both academy and in-service training for relevance, consistency, and effectiveness—paying particular attention to high-risk areas such as use of force, de-escalation, constitutional policing, and supervision. Our process includes reviewing lesson plans, instructor qualifications, training schedules, and integration with policy and accountability systems. Where gaps exist, we offer actionable recommendations to modernize content, strengthen delivery, and ensure that training reinforces the department’s commitment to professionalism and public trust.

Risk Management in Policing:  Integrity of Incident Response

Body‑worn and dash‑camera footage offers a rich yet still underused window into day‑to‑day policing. Independent review of this video removes internal barriers to candid critique, clearing the way for timely, non‑disciplinary coaching when missteps surface. The reviews catch issues early—before they grow into larger problems—and AI tools can lighten that workload, making consistent improvement both practical and swift helping to assure the integrity of everything from constitutional and policy compliance to respectful communication and sound tactics.

360-Degree Incident Assessments

IntegrAssure conducts comprehensive, 360-degree reviews of police interactions that go beyond checking boxes for policy compliance. Our assessments examine not just what occurred, but how and why—evaluating decision-making, communication, tactics, and overall outcomes. This holistic approach supports a philosophy of continuous improvement at the ground level, where officers receive meaningful feedback, supervisors are empowered to coach effectively, and the department strengthens its professionalism, responsiveness, and public trust.

These reviews may focus on specific types of incidents—such as uses of force, Terry stops, or searches—or be tailored to support enhanced supervision for a particular officer. In every case, the goal is the same: to create a learning environment that promotes growth, accountability, and excellence in policing.

Risk Management in Policing:  Integrity of Complaint Investigations

Complaint investigations are a direct measure of a department’s accountability to its own standards and to the community it serves. When investigations are rushed, inconsistent, or biased—whether in fact or perception—trust erodes, both inside the department and out. A fair, thorough, and transparent complaint process not only resolves individual concerns but reinforces public confidence in the integrity of the agency. It also protects officers by ensuring that allegations are evaluated objectively and that the rules governing their conduct are applied consistently. Robust review of the complaint process is essential to identifying patterns, correcting institutional blind spots, and ensuring that accountability is not just promised—but practiced.

IntegrAssure Complaint Investigation Reviews

IntegrAssure conducts objective, in-depth reviews of complaint investigations—whether initiated internally or by the public—to assess the quality, completeness, and fairness of the process. We examine how complaints are received, classified, investigated, and resolved, and whether findings are supported by evidence and aligned with department policy. Our reviews evaluate investigative thoroughness, timeliness, and consistency across cases, and assess the appropriateness of disciplinary or corrective outcomes. Where needed, we identify procedural gaps or systemic issues and offer recommendations to strengthen the complaint-handling process. We also assess trends to support broader risk mitigation and accountability efforts.

Risk Management in Policing:  Independent Investigations

Some incidents carry such weight—whether due to public concern, the severity of harm, or potential conflicts of interest—that an independent investigation becomes essential. In these cases, internal processes alone may not be enough to maintain public confidence or assure a fair outcome. Independent investigations provide a credible, neutral assessment of what occurred, helping agencies demonstrate their commitment to accountability without compromising the integrity of the process. They also protect the department by ensuring that sensitive matters are handled with rigor, objectivity, and transparency—reinforcing both officer and community trust when it is most at risk.

IntegrAssure Independent Investigations

IntegrAssure conducts independent investigations into critical incidents and allegations of misconduct that, due to their gravity or sensitivity, warrant external review. Whether involving a use of force, officer-involved shooting, in-custody death, fatal vehicle collision, or a serious allegation against a department member, we lead thorough, impartial investigations designed to meet the highest standards of credibility, fairness, and transparency. Our team brings legal, operational, and investigative expertise to bear—conducting interviews, reviewing evidence, analyzing video and documentation, and producing detailed findings and recommendations. We work in coordination with department leadership and civilian authorities to ensure that the investigation is both procedurally sound and publicly trustworthy.

Risk Management in Policing:  Operational Integrity Meetings

Operational Integrity Meetings create a forum where critical issues are reviewed systematically—not just when problems arise. By institutionalizing regular, structured discussions around risk, accountability, and performance, departments can stay ahead of emerging trends, correct issues early, and foster a culture of openness and responsiveness. These meetings also ensure that leadership remains closely connected to field activity, supervisory practices, and public-facing outcomes. Over time, they reinforce internal expectations, elevate accountability standards, and demonstrate to both officers and the community that the department is committed to ongoing self-examination and professional excellence.

IntegrAssure Operational Integrity Meetings

IntegrAssure facilitates Operational Integrity Meetings with police department leadership to review patterns, performance, and risk across key operational areas. These meetings are structured, data-informed, and solutions-oriented—bringing together supervisory staff and command personnel, to examine recent use-of-force incidents, pursuits, complaints, training trends, and supervision practices. We prepare data dashboards, identify emerging concerns, and moderate discussions that lead to clear action steps and follow-through. These sessions are designed not only to assess current integrity risks but to embed accountability and continuous improvement into the operational rhythm of the department.
